Freedom of Education.

293. The Tokyo Imperial University has resisted for three months a threat issued by General Araki, the Minister of Education, to infringe upon its autonomy in the matter of appointments of presidents and deans. A compromise plan is reported to have been reached, although details have not been made public, possibly because the Government were obliged to make considerable concessions.

294. The group of imperial university professors, who were arrested last February (reference paragraph 44 of Diary No. 2), have not yet been brought to trial.

295. A Japanese performance of "Hamlet" is said to have been banned by the Osaka police as likely to have a bad influence on public morals.

Exchange Control.

296. Exchange control continues to tighten gradually. The Finance Ministry has now decreased from 1,000 yen to 100 yen the amount of money which may be remitted abroad in one year without official permission. It is this aspect of the war-the control of exchange and the restrictions on imports and exports- which renders it unpopular in the eyes of the traders and industrialists.

Mr. Yuki's Statement.

297. Just after the fall of Hankow, Mr. Toyotaro Yuki, governor of the Bank of Japan, said, in a statement to the nation: "Japan cannot expect to harvest the fruit of its long-term construction programme in China within a quiet period. The development of China's natural resources and its trade should not necessarily be monopolised by Japan, but, on the other hand, there is no need for this country to be affected by cries for protection of acquired rights and interests."

The Weather.

There were two bad typhoons on the 5th and 21st October.

299. It has been estimated that in the floods and typhoons since June of this year 6,720 people have been killed or injured and 400 million yen worth of damage done to crops.
